USADA announced today that, Roger Hernandez, of Miami, Fla., an athlete in the sport of cycling, has accepted a two-year suspension for an anti-doping rule violation based on his refusal to submit to a sample collection.
Hernandez, 45, refused to take part in an In-Competition doping control test on July 29, 2011 at the Masters Track Nationals in Trexlertown, Pa. Under the USADA Protocol for Olympic and Paralympic Movement Testing and the International Cycling Union (UCI) Anti-Doping Rules, both of which have adopted the World Anti-Doping Code, an athlete’s refusal to provide a sample when notified that he has been selected for doping control constitutes a rule violation.
Hernandez accepted a two- year period of ineligibility, which began on August 21, 2011 the day after he last competed. As a result of the sanction, Hernandez is also disqualified from all competitive results obtained on and subsequent to July 29, 2011, the date upon which he refused to submit to sample collection, including forfeiture of any medals, points, and prizes.
In an effort to aid athletes, as well as all support team members such as parents and coaches, in understanding the rules applicable to them, USADA provides comprehensive instruction on its website on the testing process and prohibited substances, how to obtain permission to use a necessary medication, and the risks and dangers of taking supplements as well as performance-enhancing and recreational drugs.
