USADA Announces 2001 Second Quarter Testing Numbers

The United States Anti-Doping Agency (USADA) performed 1,637 doping control tests during the second quarter of 2001, USADA Chief Executive Officer Terry Madden announced Monday. The 1,637 doping control tests covered 41 sports.

Two hundred and ninety-eight tests were out-of-competition (OOC) tests done between April and June 2001, and 144 short notice out-of-competitions tests were completed during the second quarter. Short notice testing is when an athlete knows testing will occur no more than 24 hours prior to the testing. An example of short notice testing would be a test conducted at a training venue.

In addition, the remaining 1,195 tests were in an event-testing situation completed during that aforementioned three-month period.

The number of tests during the second quarter increased by 47 percent from the first quarter of 2001. During the first quarter of 2001, USADA performed 1,112 tests (216 out-of-competition and 896 event) involving 30 sports. Overall, more than 99 percent of the second quarter tests were found negative.  

“We are on more than halfway (2,749) to our goal of 5,000 tests for the year, and we continue to increase the number of out-of-competition tests in our goal to deter doping in sport,” said USADA Chief Executive Officer Terry Madden.

Among the 25 adverse laboratory findings received during the second quarter, 15 cases were for samples for which the athlete had prior notification records on file for the use of a restricted substance (salbutamol).  The test results are thus reported as negative with respect to a doping offense.  Two cases involve the use of prohibited stimulants (amphetamine and ephedrine) and three cases involve anabolic steroids (testosterone and epitestosterone) for U.S. athletes. One case completed the USADA adjudication process in 14 days, and a sanction was issued. Three additional cases where a prohibited substance was detected involved international athletes, and USADA referred those cases to the responsible international federation. One of those cases involved a stimulant, while the another case involved a steroid and the third case involved a narcotic. In addition, one case is pending.

Under a reciprocal agreement, three cases dealing with U.S. athletes were referred from international federations to USADA for adjudication under its protocol. The three adverse laboratory findings involved the following classes of prohibited substances; stimulant (ephedrine) and steroid (two nandrolone metabolites cases).

Review panels were appointed to review the eight cases involving U.S. athletes during the first quarter, and five of those cases had sanctions announced.  One case from the fourth quarter of 2000, and three cases from the first quarter of 2001 are in the adjudication process. Additionally, investigation continues for three adverse finding from the second quarter of 2001.

The initial step of the USADA adjudication process involves review of all documentation by an independent panel of experts selected from the members of the USADA Anti-Doping Review Board. The review panel recommends whether there is sufficient evidence of a doping offense according to the rules to proceed with a sanction or appeal hearing.  The USADA goal is to complete this initial step of adjudication within 60 days of the adverse finding.   

The detection of a banned substance may or may not be ruled a doping violation.

USADA is the independent anti-doping agency for Olympic sports in the United States, and is responsible for managing the testing and adjudication process for U.S. Olympic, Pan Am, and Paralympic athletes. USADA is equally dedicated to preserving the integrity of sport through research initiatives and educational programs.

The breakdown of tests can be found following this release. USADA announces its test findings four times annually. The 2001 third quarter findings will be announced in mid-October.
