Terry Madden, Chief Executive Officer of the U.S. Anti-Doping Agency (USADA) since its creation in April 2000, submitted his resignation to the USADA Board of Directors during its March 1-2, 2007 meeting in Colorado Springs. Madden will continue to lead the anti-doping agency through September 2007.
“Terry has been instrumental in the creation and successful development of USADA,” said Board Chair Dr. Ralph W. Hale. “Under his leadership USADA has become the recognized standard for national anti-doping agencies. While we understand his decision to leave this position and move on, it is with reluctance that we accept his resignation. We greatly appreciate his outstanding contributions to this organization and we know the impact of his initial guidance has left USADA in a strong position to continue its mission.”
In a related action, the USADA Board named Senior Managing Director and General Counsel Travis T. Tygart to succeed Madden as the agency’s CEO effective October 1, 2007.
Prior to joining USADA, Madden was Chief of Staff to United States Olympic Committee President William J. (Bill) Hybl. In that role he served as a USOC staff liaison to the Select Task Force on Drug Externalization, which in the spring of 2000 recommended the creation of an independent anti-doping agency for Olympic-related sport in the United States. USADA was given full authority to execute a comprehensive national anti-doping program encompassing testing, results management, education and research on behalf of the USA’s Olympic, Paralympic and Pan American athletes.
“When I accepted this position I envisioned that it would be for two or three years,” Madden said. “It will be more than seven when I leave USADA at the end of September. While I am sure I will always be connected with the anti-doping movement, I am also looking forward to the next challenge.”
A graduate of the University of Notre Dame Law School in 1976, Madden earned a bachelor of business administration degree in finance from Notre Dame in 1973.
Tygart, who joined USADA in October 2002 as Director of Legal Affairs, has overseen all legal and communication matters for USADA, including adjudication of alleged doping offenses in arbitration before the American Arbitration Association and the Court of Arbitration for Sport, since October 2004. He was involved with drafting the USADA Protocol for Olympic Movement Testing and directed USADA’s efforts in its BALCO investigation that led to the discovery of tetrahydrogestrinone (THG) and resulted, to date, in 15 cases.
“USADA is extremely fortunate that within the agency is an individual who has the ability to continue the level of leadership Terry has provided,” Hale said. “Travis has fulfilled a vital role in our efforts to rid sport of doping and the Board is confident he is the right person to serve as the agency’s next CEO.”
Prior to joining USADA, Tygart was an attorney in the sports law practice group at Holme, Roberts and Owen, LLP in Colorado Springs. While at HRO, Travis worked with individual athletes and several sport entities, including the United States Olympic Committee, USA Basketball and USA Swimming. Tygart graduated from the University of North Carolina at Chapel Hill with a bachelor’s degree in philosophy and earned his J.D. from Southern Methodist University, graduating Order of the Coif.
USADA is responsible for the testing and results management process for athletes in the U.S. Olympic and Paralympic Movement. USADA is equally dedicated to preserving the integrity of sport through research initiatives and educational programs.
