U.S. Anti-Doping Agency Announces 2002 First Quarter Testing Numbers

The United States Anti-Doping Agency (USADA) performed 1,352 doping control tests during the first quarter of 2002, USADA Chief Executive Officer Terry Madden announced Wednesday. The 1,352 doping control tests covered 38 sports.

Six hundred and fifty-eight tests were no-advance-notice out-of-competition (OOC) tests done between January and March 2002, and 59 short-notice out-of-competition tests were completed during the first quarter. There are two types of OOC testing: no-advance notice testing and short-notice. The no-advance notice OOC testing consists of an athlete being tested at any time, whether at an athlete’s home or training venue, with no prior notice. Short-notice testing is when an athlete knows testing will occur no more than 24 hours prior to the testing. An example of short notice testing would be a test conducted during a training camp.

In addition, the remaining 635 tests were conducted in an event-testing situation completed during that aforementioned three-month period at 37 competitions.

In first quarter of 2001, USADA performed 1,074 tests (151 out-of-competition, 59 short notice and 868 event tests).

“We continue to increase the number of out-of-competition tests, and we are pleased to report that nearly half the tests we completed in the first quarter were out-of-competition tests,” said Madden.  “We feel that one of the best methods to deter doping is to increase out out-of-competition testing numbers.”

Among the 14 adverse laboratory findings received during the first quarter, nine cases were for samples for which the athlete had prior notification records on file for the use of a restricted substance (salbutamol). The test results are thus reported as negative with respect to a doping offense. Four cases involved the use of prohibited stimulants (two ephedrine, two pseudoephdrine) and one case for prohibited anabolic steroids (androstendione) for U.S. athletes.  In four of those five cases, a sanction was issued by USADA during the first quarter.  

Additionally, sanctions for three cases from the third quarter 2001, plus one case from the fourth quarter of 2001 and one case from the second quarter 2001 were announced during the first quarter of 2002.

Five cases from 2001 have been referred to the American Arbitration Association (AAA)/Court of Arbitration for Sport (CAS) hearing process. The AAA/CAS hearing process begins after USADA has determined there is a doping offense, and the athlete has elected not to accept the sanction presented by USADA. One case with adverse findings from the fourth quarter 2001 is under investigation, while two other cases, which were referred to USADA by international federations, are completing the adjudication process. One case from the first quarter 2002 is in the adjudication process.

One case from the second quarter of 2001 was dismissed after it was determined there was no doping offense subsequent to follow-up testing.

The detection of a banned substance may or may not be ruled a doping violation.

During the first quarter of 2002, USADA performed 49 tests for the Drug-Free Sports Consortium (DFSC) and other national anti-doping agencies or international federations.

USADA is the independent anti-doping agency for Olympic sports in the United States, and is responsible for managing the testing and adjudication process for U.S. Olympic, Pan Am, and Paralympic athletes. USADA is equally dedicated to preserving the integrity of sport through research initiatives and educational programs.

The breakdown of tests can be found following this release. USADA announces its test findings four times annually. The 2002 second quarter findings will be announced in mid-July 2002.
